David Elkaim

David ElkaimDavid has over 8 years of experience in public health consultancy, health care policy, quality management models in healthcare as well as international sales and marketing of medical devices. David has held management, executive, and consultative positions in various international health care related companies and institutions.

David was born and lived in Belgium until the age of 24, where he held different positions in private and public health care related institutions. His consultancy experience encompassed projects of quality management in health care for private and public hospitals, homes and various government agencies. David was member of the Health Care working group of the European Foundation for Quality Management (EFQM) and helped adapt the EFQM model to the health care sector. He was also a member of the European External Peer Review Techniques Program's research team and wrote one of the chapters of the Program's final Report to the European Commission. David published numerous papers and reports on the Belgian Health Care System as well as on Quality Management in Health Care and was invited to give lectures to various international forums and congresses.

David was Awarded the $20,000 "Prince Albert Fund Fellowship" by the Belgian King Baudouin Foundation, in partnership with the Belgian Ministry of Foreign Trade and with the Federation of Belgian Companies. The Fellowship is awarded to young entrepreneurial Belgians for running Foreign Trade projects. David spent one year in the US in the framework of this fellowship, working for a Belgian private health care insurance company and a Belgian sickness fund, studying and reviewing for them the US health care system. David focused his work on HMO working models and interacted with numerous key actors of the US managed care industry as well as various Congress and Government Committees and Agencies.

Since 1998, David lives in Israel where he has set up and managed the first ever Israeli Health Care Technology Assessment Program for the Israel Medical Association (IMA) and managed the IMA's workgroup for defining IMA's positions and policy guidelines at the Prime Minister's Public Health Care Reform Commission. During his career at the IMA, David represented the IMA at numerous Parliament and Ministerial Health Care Committees.

David is currently VP, International Sales & Marketing of Disc-O-Tech Medical Technologies Ltd., an Israeli medical device company specialized in developing, manufacturing, marketing and selling innovative and unique expandable orthopedic medical devices. He has rocketed the company's sales from near zero to over $15 million in just over 4 years. Thanks to David's work, Disc-O-Tech Medical Technologies Ltd. was named the most promising Life Science startup of 2005 by Tamir Fishman & RBC Capital Markets.

David received a BA in Finance and an MBA from the Solvay Business School of the Brussels Free University in Belgium and fulfilled a semester at the HEC Business School of the Montreal University in Canada. He is a Professional of the Academy for Healthcare Management (PAHM).
